When Police Officer Kim is transferred from Seoul to a remote town, he discovers that law enforcement has no authority in the town overrun by gangsters and large-scale corruption. Visitors are attacked, women are raped and people are killed, but the police are powerless to stop it. When a local teacher asks Officer Kim for help against a gangster stalker, he risks his life and career to stand up to the inner circle of crime and violence in the no-man’s land.
