In a movie based on a popular web-based series, mob chief Jang Se Chool (Kim Rae Won) lives in the South Korean city of Mokpo, where he earns a living by bullying residents and business owners.
But when he meets lawyer Kang So Hyun (Won Jin Ah), his life turns upside down. He is smitten with her, but she is unimpressed with the mobster and tells him to be a good person.
In an unexpected twist, Jang Se Chool later finds himself on a bus that gets into a traffic accident and acts instinctively, saving several Mokpo citizens from harm.
The incident propels him to fame – in Mokpo he is suddenly heralded as a real-life hero. His new-found popularity and desire to become a better person lead him to a key decision – he chooses to run for office in the upcoming parliamentary elections.
But his quest to become a lawmaker hits a hitch when a scheming candidate teams up with one of Jang Se Chool’s former gangland rivals.
Will Jang Se Chool’s past be his undoing? Or will he succeed in winning the election – and the heart of his beloved Kang So Hyun?
