Jeong Tae Seok (Kim Mu Yeol), a dedicated police officer, investigates a brutal murder involving a mysterious serial killer who attacks motorists. When the killer targets mob boss Jang Dong Soo (Ma Dong Seok), the gangster fights back but is severely injured. Believing the attack is from a rival gang, Dong Soo initially mobilizes his henchmen. However, Tae Seok convinces Dong Soo that they must work together to catch the real serial killer, with Dong Soo agreeing on the condition that he can exact his own justice if he catches the murderer first.
