In 1997 Hong Kong, as the British government prepares for the handover, crime reaches unprecedented levels. San Luen Sing gang leader Lam Yiu Cheong (Simon Yam) attempts to wind down his business, while his recently released right-hand man Lok Chi Ming (Richie Ren) navigates treacherous criminal waters. Ambitious gang member Tin (Patrick Tam) secretly makes a deal with a corrupt Chief Superintendent to take control of the gang, unaware that Lok is a long-time police mole. Partnering with inspector Ching Kwok Bun (Alex Fong), Lok aims to expose Tin and the corrupt official, discovering a deeper, more dangerous conspiracy in the process.
