Heavy fog and inclement weather create dangerous conditions on the bridge connecting the mainland to the airport, leading to a car collision pileup and an explosion that leaves hundreds of people stranded and vulnerable, including government official Jeong Won (Lee Sun Kyun) and his daughter, and tow truck driver Joe Park (Ju Ji Hoon). The situation only gets worse when a pack of experimental military dogs from "Project Silence" gets loose and begins attacking the survivors, attuned to the sound of the human voice.
