In 1980s Hong Kong, amidst triad chaos and police corruption, university student He Chu San (He Chang Xi) is forced into money laundering by a notorious gang. He crosses paths with the brutal yet charismatic enforcer Xia Liu Yi (He Yan Chao), who later becomes the gang's leader.
