Some lower rated shows may be included. 9 🌟 shows may still be great stories but can't compare to shows like Goblin or K2, which set a high bar. These shows usually have a predictable romance story, may have toxic male leads or endings that make you say, "that's it?". They are still very entertaining but have just enough flaws to not be a 10.
