In 1988, Wei Guo Ping (Zhang Yi) was a rookie police officer who endured an ordeal no law enforcer should ever have to be put through. He and his colleagues were investigating a serial murder case. During their investigation, a number of them were killed. The murderer escaped without a trace. From that day on, Wei Guo Ping has gone about his duties with a heavy heart. But that has not stopped him from enforcing the law to the best of his abilities. Now, in the 1990s, he has risen to the rank of captain. He has several loyal allies, including Nie Xiao Yu (Chen Yu Si), a young woman who devoted her life to him after he saved her life.
